America First Foreign Policy Plan

As the mother of a Marine officer and a member of the House Permanent Select Committee on Intelligence, I know how essential American leadership is to security and stability around the world. I strongly support President Trump’s foreign policy of peace through strength, which keeps our nation secure and protects every American.

A powerful military combined with effective diplomacy provides our nation with the strongest tools to defend the homeland for generations to come. We must use these tools carefully and strategically to advance America’s core interests. At the same time, every international effort we undertake must serve the short- and long-term interests of the United States. Today, the most significant threat to global stability is China and its deepening partnerships with Russia, Iran, and North Korea, which together form a modern Axis of Evil.

For far too long, China’s ascent was met with little meaningful resistance, damaging American workers and threatening our national security. I am committed to building on the foreign policy successes of the Trump administration and continuing to hold China accountable. We must expose China’s ongoing human rights abuses, combat its relentless espionage and theft of American intellectual property, and confront its malign influence around the world. I am also committed to ensuring that not one cent of taxpayer funding reaches the CCP through federally supported programs or projects.

It is time for our federal leaders to thoughtfully put an America First Foreign Policy Plan into action. This is both a national security necessity and fundamentally in the best interest of the United States. That is why I support the following comprehensive plan to hold Canada accountable for its discriminatory treatment of American products, counter China’s malign global influence, and safeguard American taxpayer dollars from corrupt international organizations.

Holding Canada Accountable for Its Discrimination Against Americans

• Introduced H.R. 9601, the CANADA Act: This legislation would require the U.S. Trade Representative (USTR) to investigate Canada’s discriminatory treatment of American alcoholic beverages. For more than a year, nearly every Canadian province has blocked the importation, distribution, and sale of U.S. alcoholic beverages, including wine produced in the Finger Lakes. Because of my CANADA Act, President Trump has given Canada 30 days to end its discrimination against American products before he will impose 50% tariffs on Canadian alcohol, paper, and hockey equipment. This measure stands up for American workers, farmers, viticulturists, and small businesses.
• Led a Letter to USTR on Canada’s Failure to Uphold Dairy Commitments: I led 73 of my Congressional colleagues in urging the U.S. Trade Representative (USTR) to hold Canada accountable for failing to honor its dairy commitments under the U.S.-Mexico-Canada Agreement (USMCA). Despite agreeing to end these practices during the 2018 USMCA negotiations, Canada continues to manipulate its domestic dairy market to exclude low-cost, high-quality American dairy products. As the USMCA review process moves forward, I will continue fighting to secure fair access to Canadian markets for our dairy farmers.
• Wrote an Op-Ed Urging Canada to End Its Discrimination of American Products: For too long, Canada has discriminated against U.S. producers with impunity. Now, Canada is one of only two countries to retaliate against U.S. trade actions, the other being China. Canada is an important partner and ally, but we must begin an honest and frank conversation about Canada’s treatment of U.S. goods. That is why I published an Op-Ed calling on Canada to set aside its retaliatory actions and urging Canadian officials to come to the negotiating table in good faith so we can resolve these issues and move forward together.

Combating China’s Malign Global Influence

• Introduced H.R. 9660, the No Hostile ONLOOKERS Act: This bill would prohibit the intelligence community from funding research at national laboratories that permit visitors and assignees from countries of risk, such as China, Russia, Iran, and North Korea. According to Energy Secretary Chris Wright, from February 10, 2026, to March 31, 2026, there were 784 visitors from hostile foreign nations, 744 of whom were from China. We must do more to counter the efforts of our adversaries to steal our sensitive technologies. I am thrilled that this legislation was included as an amendment in the House Permanent Select Committee on Intelligence’s version of the FY27 Intelligence Authorization Act.
• Cosponsored H.R. 1576, the Protecting American Agriculture from Foreign Adversaries Act of 2025: This legislation would strengthen the ability of the Committee on Foreign Investment in the United States (CFIUS) to scrutinize purchases of American farmland and agribusinesses by individuals and entities affiliated with the Chinese Communist Party. This commonsense measure would prevent the CCP from acquiring large amounts of American agricultural land while protecting American farmers and our national security.
• Cosponsored H.R. 1575, the No American Land for Communist China Act: This bill would prevent Chinese government agents and CCP-affiliated individuals from purchasing property adjacent to federally owned land. By stopping CCP agents from acquiring land near American military installations and critical infrastructure, this commonsense restriction would strengthen our national security and help keep the homeland safe.
• Cosponsored H.R. 2000, the Arctic Watchers Act: This legislation would establish an Arctic Watchers Program within the State Department to monitor Chinese and Russian activities in the Arctic that affect U.S. national security. As China increasingly seeks to undermine American interests in the region, this program would create a dedicated team focused on tracking and responding to its actions in the Arctic.
• Cosponsored H.R. 1121, the No DeepSeek on Government Devices Act: This legislation would prohibit DeepSeek, a Chinese artificial intelligence platform, from being used on government devices. DeepSeek has direct ties to the CCP and shares data with CCP-controlled entities such as China Mobile, which is banned in the United States. Allowing DeepSeek on federal devices would create an unacceptable national security risk, and its use must be prohibited.

Protecting American Taxpayer Dollars from Corrupt International Organizations

• Supported H.R. 4, the Rescissions Act to eliminate all funding for UNRWA: This legislation rescinded funding for U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), any successor organization, and the portion of the U.N. regular budget used to support UNRWA. The organization has a documented history of employing individuals connected to Hamas, an Iranian-backed, U.S.-designated terrorist organization. UNRWA facilities have also been used to store Hamas weapons, while its textbooks have promoted anti-Semitic content. President Trump ended U.S. funding for UNRWA in 2018, but the Biden administration restored it and provided the organization with more than $682 million without obtaining meaningful reforms. Fortunately, under President Trump, the United States will never provide another taxpayer dollar to UNRWA.

• Cosponsored and Voted for H.R. 23, the Illegitimate Court Counteraction Act: This legislation would end federal funding for the International Criminal Court and sanction officials who target citizens or leaders of countries that are not parties to the Rome Statute, including the United States. Rather than pursuing actual terrorists, the ICC issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Israeli Defense Minister Yoav Gallant for defending Israel against Hamas’ terrorism. Permitting the ICC to target Israeli leaders, even though Israel is not a party to the Rome Statute, would establish a dangerous precedent that could eventually expose American officials to arrest and prosecution in violation of our national sovereignty. This bill would sanction ICC officials involved in the investigation, arrest, detention, or prosecution of any American or any citizen of an allied country outside the Court’s jurisdiction and prohibit all federal funding for the ICC. I was an original cosponsor of this important legislation to defend our sovereignty and prevent international institutions such as the ICC from unlawfully expanding their jurisdiction over countries that never consented to its jurisdiction.

• Cosponsored H.R. 9680, the Replace UNRWA with Real Humanitarian Assistance Act: This bill requires the Secretary of State to submit a strategy to Congress to dismantle UNRWA and find new administrators for necessary programs and services. For too long, UNRWA has actively participated in, supported, and facilitated terrorist activity. On October 7, 2023, multiple Hamas terrorists were actively carrying UNRWA teacher ID badges, showing just how deep the rot goes in UNRWA. We need a fundamentally new approach to aid in the region, and dismantling UNRWA is a critical first step.

• Cosponsored H.R. 4207, the No WHO Pandemic Preparedness Treaty Without Senate Approval Act: This legislation would expressly require any new pandemic preparedness treaty to be submitted to the Senate for ratification. It would prevent any future administration from circumventing the Senate by unilaterally labeling such a treaty an “executive agreement,” which would not require Senate approval. I strongly supported this bill when it passed the House of Representatives last Congress and continue to support this critical legislation.

• Cosponsored H.R. 54, the WHO Withdrawal Act, and H.R. 401, the No Taxpayer Funding for the World Health Organization Act: The WHO failed catastrophically in its response to COVID-19. That failure is precisely why the Trump administration announced its intention to withdraw from the organization during President Trump’s first term. Even before the COVID-19 pandemic, the WHO repeatedly failed to carry out its public health mission and demonstrated that it was little more than a mouthpiece for the Chinese Communist Party. That is why I cosponsored these two bills to withdraw the United States from this corrupt organization and prevent American taxpayer dollars from funding our continued participation in the WHO.
