Make Voting Great Again

Free and fair elections are the cornerstone of our Constitutional Republic. Voting is a powerful expression of self-governance and the most sacred right we hold as Americans. Congress must focus on safeguarding the public's trust in our democratic process and promoting strong participation by qualified voters in every election. The United States was founded on the principles of democracy and self-determination, and election integrity forms the foundation that enables our representative system to work. Free and fair elections ensure that government authority derives from the consent of the governed, upholding the legitimacy and stability of our political system. Therefore, protecting elections from fraud, interference, and administrative mistakes is essential to preserving our democracy and ensuring that governance remains with the people. 

In recent years, election integrity issues have rightly come to the forefront. Concerns such as voter fraud, cybersecurity threats, and burdensome administrative challenges have highlighted the need for strong measures to safeguard the electoral process. As a result, many Americans have lost confidence in the fairness of elections, undermining faith in our institutions. 

Restoring faith in the electoral system requires comprehensive reforms that enhance security, transparency, and accountability. These reforms must ensure that eligible American citizens can exercise their right to vote freely while safeguarding against fraud and administrative errors. Action by lawmakers at both the federal and state levels is crucial to achieving these goals, along with active participation from election officials and the public.

The Election Integrity Caucus

In response to growing concerns about election integrity, I founded the Election Integrity Caucus and serve as its Chair. This group of lawmakers is dedicated to addressing election security and administration issues to restore public confidence in the electoral process. The Caucus provides a platform for members of Congress to collaborate on policy solutions, share best practices, and educate the public about the importance of election integrity.

The Election Integrity Caucus aims to:

1. Educate and Inform: Proactively educate the American people about election security, the importance of the right to vote, and the measures in place to protect this right.
2. Restore Faith in the Democratic Process: Advance policy solutions that ensure election integrity and transparency and address Americans' concerns about election administration.
3. Improve Election Administration: Work towards enhancing the systems and processes that govern elections to make them more efficient, secure, and trustworthy.

Through these efforts, we aim to ensure that Americans in every state and territory trust in free, fair, accurate, and transparent elections. We believe that when voters have confidence in the electoral process, they are more likely to participate, which helps strengthen the foundation of self-governance. 

As the chief advocate for election integrity, both in my role as Chair of the Election Integrity Caucus and through my legislative initiatives, I have introduced and supported bills to improve election security and transparency and have taken direct action to help keep our democratic process strong and credible.

Safeguarding Elections from Undue Interference

• Introduced H.R. 4943, the Safeguarding Trust in Our Politics Act: This bill amends the Internal Revenue Code to prohibit 501(c)(3) organizations from funding election-related activities, putting an end to private funding schemes that undermine public confidence in our electoral process. In the 2020 election, a nonprofit organization called the Center for Tech and Civic Life (CTCL) distributed $319 million to local boards of elections in left-leaning county governments in Texas, Ohio, Nevada, Minnesota, Georgia, Florida, Arizona, and Pennsylvania under the guise of “making voting safer amid the pandemic.” Yet less than 1% of those funds were spent on PPE or other measures to implement safety protocols at voting sites, and the funds were provided with little to no oversight. 92% of the funds went to left-leaning districts, where reports say they were used to fund advertising, vehicle purchases, and other activities unrelated to the pandemic. The Safeguarding Trust in Our Politics Act is part of a broader effort to ensure that election funding is transparent and free from partisan influence.
   
• Requested the Internal Revenue Service (IRS) Investigate Potential 501(c)(3) Violations in New York: Recent reports show that over 650 nonprofits in New York may have violated federal law by electioneering or making political contributions, despite laws forbidding such activities. Such actions would breach federal tax laws that prohibit 501(c)(3) charities from supporting or opposing political candidates. Violations can lead to loss of tax-exempt status and excise taxes on illegal political expenditures, and the IRS has the authority and duty to enforce these standards and protect the electoral process. When tax-exempt organizations, which are subsidized in part by the American taxpayer, pour money into campaigns and endorse candidates, they are corrupting the democratic process and should be held accountable. 
   
• Requested the Department of Justice Investigate New York’s Use of Medicaid for Automatic Voter Registration: I sent a letter to Acting Attorney General Todd Blanche requesting that the DOJ investigate New York State Senate Bill S88A. The state bill would require New York’s Medicaid program to automatically register applicants and enrollees to vote unless they opt out. A September 2025 New York State Comptroller audit of Medicaid managed care premiums found approximately $509 million was paid on behalf of over 155,000 individuals who may have resided outside New York State. The same audit found that hundreds of thousands of enrollees were not processed for federal data matching due to data integrity failures. Moreover, election integrity is on the line because New York’s Medicaid and related health coverage programs serve large populations of noncitizens, both legally and illegally present. 
   
• Introduced H.R. 4823, the Promoting Free and Fair Elections Act of 2025: This legislation defunds third-party voter registration and mobilization efforts on federal property. Former President Biden’s Executive Order (EO) 14019 sought to leverage federal agencies to implement partisan get-out-the-vote operations, which I believe could jeopardize the safety and security of American elections. I led the fight to rescind this partisan executive order and applaud President Trump for repealing EO 14019. While President Trump rescinded this order, the Promoting Free and Fair Elections Act codifies this action by prohibiting federal agencies from engaging in partisan voter operations at taxpayer expense, thereby ensuring that election administration remains nonpartisan and focused on its core mission.
   
• Introduced H.J.Res. 107, Proposing an amendment to the Constitution of the United States to prohibit voting in Federal, State, or local elections by individuals who are not citizens of the United States: Americans deserve confidence that their voices are not overshadowed by noncitizens voting unlawfully. Voting is among the most sacred rights of American citizens, and it should not be granted to noncitizens at any level of government. One of the most effective ways to solidify public trust in the integrity of our elections is to ensure that noncitizens cannot vote at the federal, state, or local levels.

Protecting Americans’ Right to Vote

• Co-led H.R. 2561, the One Vote One Choice Act: This bill prevents the use of ranked choice voting, a misguided policy that weakens voters' voices in elections nationwide. This legislation ensures that federal elections remain straightforward and transparent, thereby protecting voter confidence and maintaining the integrity of our electoral process. Not only does ranked-choice voting cause chaos and confusion, but it also produces distorted outcomes and results that do not accurately reflect the will of the voters. By banning ranked-choice voting, we will ensure that Americans can have confidence in the outcome of our elections.
   
• Cosponsored and voted for H.R. 22, the Safeguard American Voter Eligibility (SAVE) Act: As Chair of the Election Integrity Caucus, I cosponsored and voted in support of the SAVE Act. This critical bill will safeguard the integrity of each citizen’s vote by amending the National Voter Registration Act of 1993 to require proof of citizenship for federal elections. The vast majority of American citizens support commonsense Voter ID laws and do not want noncitizens and illegal aliens to threaten our elections. We must defend our most sacred right and ensure that only American citizens have a say at the ballot box. I continue to urge my colleagues in the Senate to pass the SAVE Act and protect our election integrity.
   
• Voted to Support H.Con.Res. 113, Establishing the congressional budget for the United States Government for fiscal year 2027 and setting forth the appropriate budgetary levels for fiscal years 2028 through 2036: This resolution sets the parameters for a budget reconciliation process that includes $10 billion to promote election integrity measures, such as the SAVE America Act. While legislation, such as the SAVE America Act, is subject to the 60-vote cloture threshold allowing Democrats to prevent its passage, budget reconciliation can pass by a simple majority vote in the Senate. Enhancing accountability and supporting legal voting are the utmost priorities. While Democrats continue to obstruct efforts to advance commonsense election integrity measures, Republicans are actively pursuing every available avenue to pass these critical bills. This reconciliation process will allow Congress to pass parts of the SAVE America Act into law to keep our elections secure.
   
• Cosponsored H.R. 7300, the Make Elections Great Again Act: This comprehensive bill requires voters in national elections to present photo voter ID and citizenship verification. Further, it prevents ballot harvesting, mandates the use of paper ballots, outlaws ranked-choice voting, restricts ballots received after Election Day, and requires states to maintain accurate voter registration lists by removing ineligible voters. These reforms ensure that public confidence remains in our elections and safeguard against malign influence in our elections.
   
• Cosponsored H.R. 723, the Protect American Election Administration Act of 2025: This legislation prevents any private entities from taking control of the government’s administration of elections and prohibits private funding for ballot harvesting. Ballot harvesting is a practice that allows third parties to handle ballots, creating an easy pathway for shady organizations to commit voter fraud. This practice should be banned in all 50 states immediately. This bill also protects states’ authority to oversee their election processes, which is essential to prevent interference from partisan overreach permanently.
   
• Cosponsored H.R. 882, the No Foreign Persons Administering Our Elections Act: This bill prohibits states and local jurisdictions from hiring noncitizens to administer federal elections. Entrusting election administration to noncitizens undermines the very essence of our nation's sovereignty and could easily lead to voter fraud. Ensuring that only citizens committed to the values of our Constitutional Republic oversee the sacred process of voting will safeguard the integrity of our electoral system from foreign influence at every level.
