Enhance the security, transparency, and efficiency of elections in the United States
Free and fair elections are the cornerstone of our self-governing Constitutional Republic. Voting is a powerful expression of self-governance and the most sacred right we hold as Americans. Congress must focus on restoring the public's trust in our democratic process and promote strong participation by qualified voters in every election. The United States was founded on the principles of democracy and self-governance, and the integrity of our elections forms the foundation that enables our representative system to work. Free and fair elections ensure that government authority derives from the consent of the governed, upholding the legitimacy and stability of our political system. Therefore, protecting elections from fraud, interference, and administrative mistakes is essential to preserving our democracy and ensuring that governance remains with the people.
In recent years, election integrity issues have rightly come to the forefront. Concerns such as voter fraud, cybersecurity threats, and burdensome administrative hurdles have highlighted the need for strong measures to safeguard the electoral process. As a result, many Americans have lost confidence in the fairness of elections, undermining the foundations of democratic principles.
Restoring faith in the electoral system requires comprehensive reforms that focus on enhancing security, transparency, and accountability. These reforms must ensure that American citizens can exercise their right to vote freely while also adding safeguards to prevent fraud and mistakes. Action by legislators at both the federal and state levels is crucial to reaching these goals, along with active involvement from all stakeholders, including lawmakers, election officials, and the public.
The House Election Integrity Caucus
In response to growing concerns about election integrity, I founded the House Election Integrity Caucus. This group of lawmakers is dedicated to addressing issues related to election security and administration, with the goal of achieving public confidence in the electoral process. The Caucus provides a platform for members of Congress to collaborate on policy solutions, share best practices, and educate the public about the significance of election integrity.
The House Election Integrity Caucus aims to:
- Educate and Inform: Proactively educate the American people about election security, the importance of their right to vote, and the measures in place to protect this right.
- Restore Faith in the Democratic Process: Drive policy solutions that ensure the integrity and transparency of elections, addressing the concerns of Americans about election administration.
- Improve Election Administration: Work towards enhancing the systems and processes that govern elections to make them more efficient, secure, and trustworthy.
Through these efforts, we aim to ensure that Americans in every state and territory trust in free, fair, accurate, and transparent elections. We believe that when voters have confidence in the electoral process, they are more likely to participate, which helps strengthen the foundation of self-governance.
As the lead advocate for election integrity, both as Chair of the House Election Integrity Caucus and through my legislative initiatives, I have introduced and backed various bills to improve election security and transparency, keeping our democratic process strong and credible.
Safeguarding Elections from Undue Interference
- Introduced the Safeguarding Trust in our Politics Act: This bill amends the Internal Revenue Code to prohibit 501(c)(3) organizations from funding or administering election-related activities, putting an end to private funding schemes that undermine public confidence in our electoral process. In the 2020 election, a non-profit organization called the Center for Tech and Civic Life (CTCL) distributed $319 million to local boards of elections in left-leaning county governments in Texas, Ohio, Nevada, Minnesota, Georgia, Florida, Arizona, and Pennsylvania under the guise of “making voting safer amid the pandemic.” Yet, less than 1% of those funds were spent on PPE or other measures to implement safety protocols at voting sites, and they were provided with little to no oversight on spending. 92% of the funds went to left-leaning districts, where reports say they were used to fund advertising, vehicle purchases, and other activities unrelated to the pandemic. The Safeguarding Trust in our Politics Act is part of a broader effort to ensure that election funding is transparent and free from partisan influence.
- Introduced the Promoting Free and Fair Elections Act: This legislation defunds third-party voter registration and mobilization efforts on federal property. Former President Biden’s Executive Order (EO) 14019 aimed to use his administration to implement partisan get out the vote operations in federal agencies, especially those that aren't involved in the election process, which I believe jeopardizes the safety and security of American elections. I led the fight to rescind this partisan executive order and applaud President Trump for repealing EO 14019. While President Trump rescinded this order, the Promoting Free and Fair Elections Act codifies this action by prohibiting federal agencies from engaging in partisan voter operations at taxpayer expense, thereby ensuring that election administration remains nonpartisan and focused on its core mission.
- Introduced H.J.Res. 107, proposing a Constitutional amendment to prohibit non-citizens from voting in federal, state, and local elections:Americans deserve confidence that their voices are not overshadowed by non-citizens voting unlawfully. Voting is among the most sacred rights of American citizens and it should not be granted to noncitizens at any level of government. One of the most effective ways to solidify public trust in the integrity of our elections is to ensure that noncitizens cannot vote in our elections.
Protecting Americans’ Right to Vote
- Co-Led H.R. 2561, the One Vote, One Choice Act: This bill prevents the use of ranked choice voting, a misguided policy that weakens voters' voices in elections nationwide. This legislation ensures that federal elections remain straightforward and transparent, thereby protecting voter confidence and maintaining the integrity of our electoral process. Not only does ranked choice voting cause chaos and confusion, but it also produces distorted outcomes and results that do not accurately reflect the will of the voters. By banning ranked-choice voting, we will ensure that Americans can have confidence in the outcome of our elections.
- Cosponsored H.R. 723, the Protect America Election Administration Act of 2025: This legislation prevents any private entities from taking control of the government’s administration of elections and prohibits private organizations from engaging in ballot harvesting. Ballot harvesting is a practice that allows third parties to handle ballots, creating an easy pathway for shady organizations to commit voter fraud. This practice should be banned in all 50 states immediately. This bill also protects the authority of states to oversee their election processes, which is essential to permanently preventing interference caused by partisan overreach.
- Cosponsored H.R. 882, the No Foreign Persons Administering Our Elections Act:This bill prohibits states and local jurisdictions from hiring noncitizens to administer federal elections. Entrusting election administration to noncitizens undermines the very essence of our nation's sovereignty and could easily lead to voter fraud. Ensuring that only citizens committed to the values of our constitutional republic oversee the sacred process of voting will safeguard the integrity of our electoral system from foreign influence at every level.
- Cosponsored and Voted for H.R. 22, the Safeguard American Voter Eligibility (SAVE) Act: As the co-chair of the House Election Integrity Caucus, I am a cosponsor and voted to support the SAVE Act. This critical bill will safeguard the integrity of each citizen’s vote by amending the National Voter Registration Act of 1993 to require individuals to provide proof of citizenship to vote in federal elections. The vast majority of citizens do not want noncitizens and illegal aliens to threaten our elections and support commonsense Voter ID laws. We must defend our most sacred right and ensure only American citizens have a say at the ballot box.
