Israel Plan

Under the Biden administration’s disastrous Middle East policy, Iran, its terrorist proxies, and adversarial partners were emboldened. Rather than curtail these adversaries, instead, the Biden administration focused on criticizing Israel, one of our greatest allies. October 7, 2023 marked one of the most heinous attacks against a U.S. ally that has ever occurred when thousands of Israelis, including American citizens, were murdered, kidnapped, raped, and brutalized.

As the mother of a Marine officer and member of the House Permanent Select Committee on Intelligence, I understand the danger that Iran and its terrorist proxies pose. Luckily, President Trump through National Security Presidential Memorandum 2 (NSPM-2) has reinstituted the Maximum Pressure Campaign and returned to a posture of strength against Iran’s terrorism.

I am leading the charge in Congress to hold the Islamic Republic of Iran accountable for the oppression of its people, its support for global terrorism, and expansion of its nuclear program. Iran is the greatest threat to Middle East peace and is actively and tirelessly working to build a nuclear weapon and to fund terrorism against Israel and the United States. This is incredibly dangerous not just for the region, but for the entire world. Iran is directly responsible for the deaths of hundreds of U.S. Servicemembers through its funding, arming, education, training, and intelligence sharing with its terrorist proxies and partners, such as Hamas, Hezbollah, and Palestinian Islamic Jihad (PIJ). We cannot allow them to have the tools they want to continue and expand these efforts.

Additionally, I am focused on supporting our ally Israel and ensuring the United States stands with Israel as it advances American national security interests by eliminating Iran’s terrorist partners and proxies. This includes not just ensuring Israel has the resources it needs to win this fight, but also supporting it on the international stage against delegitimization efforts and preserving its right to defend itself. I also have been the leading voice in supporting Israel’s rightful historical claims to Judea and Samaria.

Below is my comprehensive Israel and Iran Plan that advances the United States’ national security interests and supports our ally in the region. This plan counters the Iranian Mullah’s brutal regime of terrorism and oppression, and supports our greatest ally in the Middle East, Israel.

Standing with Israel, Our Greatest Ally in the Middle East

  • Introduced H.Res. 521, Standing with Israel as it works to dismantle Iran's nuclear enrichment capabilities and defends itself against Iranian attacks on civilians: Iran’s pursuit of nuclear weapons not only threatens Israel’s security, but also the safety and security of the United States. Iran has made it clear that if it obtains a nuclear weapon, it has every intention to use it against both the United States and Israel. This resolution praises Israel for its work to decimate Iranian nuclear sites and eliminate Iranian terrorist leaders. These actions advanced American national security interests and made our nation safer.
  • Cosponsored H.R. 1229, United States-Israel Defense Partnership Act of 2025: This bill strengthens existing U.S.-Israel defense cooperation agreements and expands the areas of cooperation to new technologies like unmanned aerial systems (UAS). The U.S. and Israel cooperate on many defense technologies, such as the Iron Dome, Short Range Ballistic Missile Defense systems, and anti-tunneling technologies which are deployed on our Southern border. By expanding our cooperation, we can continue benefiting from the strong bilateral relationship between the United States and Israel.
  • Cosponsored H.R. 1710, PLO and PA Terror Payments Accountability Act of 2025: This bill creates new sanctions authority to combat “pay to slay” by the Palestinian Authority and the Palestine Liberation Organization. These entities pay lifetime pensions to the families of radical Palestinians that slaughter innocent Israelis. By creating new sanctions authority, we can give President Trump the power to finally end this heinous practice.
  • H.R. 2346, Accountability for Terrorist Perpetrators of October 7th Act: This bill would finally sanction the Popular Resistance Committees (PRC) as a terrorist entity. The PRC are the third-largest terrorist organization in Gaza and participated in the heinous October 7th attacks. By sanctioning the PRC, this would cut off their funding lines and cripple their ability to commit terrorist acts against innocent Israelis.
  • Member of the Abaraham Accords Caucus and the House Bipartisan Task Force on Combatting Anti-Semitism: These two caucuses provide an opportunity to work with other members on expanding the Abraham Accords and combatting domestic and global anti-Semitism. It is vital we continue fighting for global peace and create a culture of life and understanding. 

Combating International Delegitimization Efforts

  • Introduced H.R. 3050, the Countering Hate Against Israel by Federal Contractors Act: This bill will prevent the federal government from entering into contracts with entities that support the radical, anti-Semitic BDS movement targeting Israel. Thirty-six states nationwide have enacted laws opposing boycotts against Israel, demonstrating their commitment to resisting the radical Boycott, Divestment, and Sanctions (BDS) movement. It is imperative for the federal government to enact policies that align with a supermajority of states, thereby reinforcing the unbreakable bond between the United States and Israel.
  • H.R. 867, the IGO Anti-Boycott Act: Under current law, no American can be compelled to comply with a boycott at the behest of a foreign nation. This bill would expand this law to prohibit Americans from being forced to comply with a boycott at the behest of an international government organization, such as the United Nations, as well. Importantly, this bill does not prohibit Americans from engaging in a boycott if they agree with the cause, it merely prohibits them from being compelled to do so by a foreign nation or IGO. 

Supporting Israel’s Rightful Historical Claim to Judea and Samaria

  • Founded and Chairs the Friends of Judea and Samaria Caucus: This year, I founded the Friends of Judea and Samaria Caucus, a group of over 20 members of Congress dedicated to supporting the historical, strategic, and cultural significance of Judea and Samaria. The Caucus also provides educational briefings and materials on pertinent issues in the region, and work on strengthening ties between the United States and this region of historical and biblical importance. While anti-Israel individuals continue to delegitimize Israel’s historical and biblical ties to Judea and Samaria, it is more important than ever to speak the truth and highlight the importance of this region.
  • Introduced H.R. 902, the RECOGNIZING Judea and Samaria Act: The term Judea and Samaria dates back millennia to the ancient Kingdoms of Judah and Samaria. In 1967, after Israel’s Arab neighbors launched the Six-Day War, Israel reclaimed Judea and Samaria from Jordan. The term “West Bank” is used to delegitimize Israel’s historical claim to this land. In November 2019, Secretary of State Mike Pompeo announced that the United States would formally recognize Israeli sovereignty over the Golan Heights and Judea and Samaria.  This bill would require all official U.S. documents, statements, and laws to use the proper term of Judea and Samaria, rather than “West Bank.”
  • Led Letter to President Trump Urging Him to Recognize Israel’s Right to Declare Sovereignty Over Judea and Samaria: While radical left-wing actors seek to remove historically significant statues and erase the legacy of our Founding Fathers, President Trump has stood firm in defending our nation’s heritage. Recognizing the critical role that Judea and Samaria have played in shaping our shared Judeo-Christian heritage will only further these efforts. As such, this letter expressed my strong support for recognizing Israel’s right to declare sovereignty over this historically and biblically significant region.

Countering the Iranian Mullah’s Brutal Regime of Terrorism and Oppression

  • Released a Report on the IRGC’s Terrorist Activities: This comprehensive report details Islamic Revolutionary Guard Corps (IRGC) terrorist activity around the world and calls on our partners to join the United States in designating the body as a terrorist organization. Despite not being Iran’s actual military, the Islamic Revolutionary Guard Corps (IRGC) is the primary extramilitary power in Iran and is used to quash rebellions, secure its borders, oppress its people, and support its terrorist proxies operating across the Middle East. My report provides a comprehensive look into the history, mission, and leaders of this terrorist organization that continues to violently oppress the people of Iran as they peacefully protest. This report has received support from various advocacy groups, including JINSA, UANI, FDD, and prominent leaders in the field, including Secretary Mike Pompeo, former Special Representative for Iran Elliott Abrams, and former Deputy National Security Advisor Victoria Coates.   • Introduced H.Res. 176, the Encouraging the EU to DESIGNATE Resolution and Led Letters to the UK, India, Australia, and Canada Encouraging them to Designate the IRGC as a Terrorist Entity: In 2019, the United States designated the IRGC as a terrorist organization due to their support of terrorist organizations abroad and targeting of U.S. servicemembers. The Encouraging the EU to DESIGNATE Resolution encourages the European Union to follow our lead and designate the Iranian Revolutionary Guard Corps (IRGC) as a terrorist entity and passed the House of Representatives on April 16, 2024 by a vote of 411-14. The letters to the UK, India, Australia, and Canada encouraged to also follow our lead and designate the Iranian Revolutionary Guard Corps (IRGC) as a terrorist entity. I am thrilled that these letters had a direct impact last year on Canada’s decision to designate the IRGC as a terrorist entity on June 19, 2024.
  • Introduced H.Res. 139, Calling on the United Kingdom, France, and Germany (E3) to initiate the snapback of sanctions on Iran under United Nations Security Council Resolution 2231 (2015): This bipartisan resolution encourages the United Kingdom, France, and Germany (E3) to initiate snapback sanctions on Iran under United Nations Security Council (UNSC) Resolution 2231. This action by the United States’ E3 partners would reimpose sanctions on the Iranian regime that were removed under the Joint Comprehensive Plan of Action (JCPOA), such as key sanctions on Iran’s export of ballistic missiles and their nuclear production. Recently, Russia announced it had bought ballistic missiles from Iran, this comes shortly after UN sanctions on Iranian ballistic missiles expired. It is imperative that our E3 partners initiate snapback sanctions on Iran.
  • Cosponsored H.R. 2570, the Maximum Pressure Act: This omnibus package would be the strongest sanctions package ever on Iran and would codify President Trump’s Maximum Pressure Campaign and NSPM-2. This package includes provisions to expand sanctions on Iran’s ballistic missile program, blacklist Iranian banks, ensure that sanctions are enforced on Iran, and remove limits on boundaries for Iranian terrorists. This legislation would give President Trump the powers he needs to ensure that Iran can no longer threaten the United States or Israel.
