Congresswoman Tenney Introduces the HATIKVAHH Act to Prevent International Organizations from Funding Terrorist Organizations

Washington, DC– Congresswoman Claudia Tenney (NY-24) today introduced the Halting Appropriations for Terrorist-supporting Institutions that Knowingly Provide Valued Assets to Hamas and Hezbollah Act (HATIKVAHH Act). 

This legislation would prohibit taxpayer dollars from funding international organizations that provide resources, support, cooperate with, work with, employ, contract with, support, or celebrate foreign terrorist organizations or members of foreign terrorist organizations. This bill also requires the Secretary of State to certify every 180 days that each international organization receiving U.S. taxpayer dollars is not supporting terrorism in any way. If the Secretary fails to make such certifications, the U.S. may not provide funds to the uncertified international organizations until the certifications are received.

"At a time when Hamas and Hezbollah continue to brutally kidnap, rape, and murder innocent Israeli and American civilians, it's paramount that American taxpayer dollars are never inadvertently used to bolster these terrorist attacks,” said Congresswoman Tenney. “The HATIKVAHH Act sends a clear and resolute message that the United States will not tolerate the use of its funds to support or enable foreign terrorist organizations. By prohibiting support for international organizations that collaborate with or support terrorist entities, we strengthen our commitment to Israel and our support of global security and peace.”
